Contracts
A contract regulates the performance, at the request of a company or entity, of scientific, technical, or artistic work, or the development of specific training activities, by a university research team.
The contract establishes the objectives, work plan, execution period, financial conditions and, where applicable, the conditions relating to the ownership and exploitation of research results.
A contract will be formalised whenever the activity to be carried out does not fall within the scope of simplified contracting (service provision) and, in any event, when any of the following conditions applies: financial consideration exceeding €12,000, an execution period exceeding 12 months, or the need to expressly regulate conditions relating to ownership of results, publications, or the responsibilities of the parties.

Performance of the activity by the research team and invoicing of the third party under the conditions set out in the contract/agreement.
CONTRACTING BY PUBLIC ADMINISTRATIONS

When the contracting party is a Public Administration, common forms of contracting include the award of a minor contract or a public tender. These procedures also fall within the scope of Article 60 of the LOSU and are likewise subject to the Regulations governing the contracting of scientific, technical or artistic work and specialised teaching or specific training activities (Spanish) and other applicable regulations.
In these cases, the procedure will be initiated by the Principal Investigator submitting a document describing the activity. Activity Description Document.
– In the case of procedures involving participation in a public tender, the aforementioned activity description document must be accompanied by the documentation required to prepare the proposal, as listed below:
- Copy of the official publication of the call for tenders
- Administrative specifications
- Technical specifications
- Technical proposal
All tenders must be signed by the Vice-Rector for Research, Knowledge Transfer and Knowledge Exchange, following the submission of the complementary documentation by the University’s various administrative units within their respective areas of responsibility.
If the University is awarded the contract, the Knowledge Transfer Service will carry out the necessary procedures to obtain the signature of the University’s legal representative.
– In the case of minor contracts, the aforementioned activity description document must be accompanied by certification from the contracting entity approving the expenditure, or an equivalent document.
